It would, except that he didn't have any data installed, since he never 
got 8.1 working.
If he is starting from scratch, why not upgrade to 8.2 and be done with 
it?  Never hurts to start with the latest stable version of a thing, save 
for incompatabilities, which don't exist in this case.
