Form::round_amount() is the place to start. However, to track decimal
places, maybe, look at Form::parse_amount(). This might be the most
elegant place to start a patch.
Basically the issue is that we use Math::Bigfloat types for handling
high precision numbers. We would need to store a precision somewhere
there for extra precision decimal places.

I would want to see a proposal for why this would be necessary and the
best way to do it. Per currency or per country rules sound better.
