Hi Mads and others;

Chris Murtagh has pointed out to me that this is sort of a non-issue
because the plan for 1.2 is to replace the users/members file with an
authentication database.  Therefore this is likely to require a
certain amount of post install configuration before even the admin
interface will work.

The current plan is to detect an incomplete configuration and display
a README file if the post-install configuration hasn't been performed.
This could also be referenced in the RPM package info.  So this is
pretty close to Mads' suggestion.

Any thoughts?
