Just did some google reading and found this bug report:  http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=720747

So, I moved the conf file from conf.d to   /etc/apache2/conf-available
and linked that to:
/etc/apache2/conf-enable

restart and:

firefox   http://localhost/ledgersmb

says,

You don't have permission to access /ledgersmb on this server.
Apache/2.4.6 (Debian) Server at localhost Port 80

Progress!
