This is probably after the fact, but for my own knowledge if nothing else,
as this is a situation I expect to run into eventually:

Just guessing, but couldn't he create a customer group called "consignment
customers", and then when creating a new customer, have that be a
component of the trigger--I.E. if it is not set, then no warehouse is
created?
Been a while since I've actually created any customers (darn it!), so I
could be forgetting something.
