What I think you are saying is something like this....

1. create fixed-price quote using "non-inventory" special labor/service code.
2. create project.
3. Add time sheets to project at standard rates (for tracking time and cost)
4. create sales order from the open time sheet entries (closes the time sheets) on the project (final report of service used on project). 5. create invoice from SO (closing it) and modify adding the fixed price information and removing the time line items.

OR

1. same as above
2. same as above
3. same as above
4. same as above
5. create customer invoice directly from quote.
6. create Sales Order from time sheet entries. Annotate Sales Order with quote and invoice ##.
7. close Sales Order without issuing another invoice from it.

I don't know.  Maybe invoice a customer for the fixed price amount,
but then also invoice (separate invoice, not sent to customer) what
you put in at a 100% discount?  However, to make this work correctly
you would probably have to make both invoices post on the same day.
the 100% discount invoices would then be used for cost calculation,
and all invoices total would represent the fixed rate of the project.
This way you could track hours, etc spent as far as reporting goes.

Down the road, it would be nice to have a more robust project system.

Any better ideas?
