Chris; I now have what I think is complete information about this tax and it looks much simpler that I thought. a) The tax is paid monthly but the rate at which you pay is based on the total of your invoices per year including the last month. b) There are several rate tables based on your type of business with cut off points according to the total invoice level. These rate table are loosely related to the type of goods and services the company sells. So for example if the company sells more goods than services, it must choose one rate table over another. It probably has to go to the tax office and fill in forms to do this. It should not switch rate tables every month. I was not able to find out when such a change would be desireable or mandatory. So for example, if I am a service company I would be in a rate table where I pay 4.5% up to R$ 130,000, 6.54% up to R$ 240.000, etc. If I invoiced R$ 80,000 from January to May and in June I was lucky and invoiced R$ 70,000, my yearly total is R$ 150,000. This means that for June I have to pay 6.54% based on R$ 70,000 = R$ 4,578. If I invoice only about R$ 10,000 in the next 6 months I would still need to pay 6.54% every month (on the R$ 10,000). Looks like a system that punishes you if you happen to have high invoices at the beginning of the year because you would be at a higher rate for the rest of the year. >From the Ldger-SMB perspective it looks like this would really be a transaction because you have to wait until the end of the month to figure out how much to pay. Since it is not important to know the tax per item or invoice I think that Ledger-SMB does not need to do anything different at the moment.. The only place where I think something could be done, but it is not important for this case, is if you have a recurring transaction to process the tax payment, to get the right rate chosen. So this would mean that taxes would have to have variable rates and some sort of rule to pick the correct rate, which looks like a major undertaking.
