Yes, these templates are tied to the user.  If you dont select a
different language when the user is created, it will use the default,
English-language templates.


I just created a brand new user, everything was in spanish, using es_VE (which seems much more complete than others). A couple of words/phrases are in English in menus/etc. Just now, I think I found much of that problem. (But a few phrases I don't know how to translate correctly like batch printing and close till)
For example, most of the Time Card translations are off.
msgid "Timecards"
msgstr "Hojas de Tiempo"

when it should be
msgid "Time Cards"
msgstr "Hojas de tiempo"
