Adding to/editing locales

I've had some questions from a new user in Venezuela about the English
words in the es-VE locale.
I explained that these were used where words had not been translated
into Spanish yet.
Since I have a little interest in being able to also use LSMB in
Spanish, I thought I would experiment a little and try putting in the
correct translations (when I knew them). It didn't work. There are
really very few translations missing. I've never worked with locales
before. How is this work done?
A question about templates came up later. They are all completely in
English. Are there any available in Spanish anywhere?
