I was thinking the same, as I actually do see a use for the current behavior, and haven't decided what my personal preference is on this yet.
It is clear that the bugfix provides the "proper" and "expected" behavior, but getting the current information would not only require running two different reports and comparing, but would also not be guaranteed to pickup all payments, because future dated ones would still not be included.
The checkbox, if possible, would seem the ideal solution, defaulting to off of course.
