Check the documentation. But, I think PostgreSQL switched from "users" to "roles" not too long ago. I highly recommend upgrading to 8.2.

PostgreSQL went from users to roles in 8.1. You can just use create user instead of create role to get past your problem.

In terms of upgrading to 8.2, there is a pretty good chance that you will gain nothing by doing so. 8.1.x is a perfectly stable, and fast release. It has also been in the wild a great deal longer than 8.2 and thusly suffers from the positive of wide installation testing.
