If I can detact projects from specific customers, then I can do this:

Organization == Department
Project == Specific designation

i.e.

Department:  "Debian"
Projects: "Debian General", "DebConf07"

Department "PostgreSQL"
Projects: "PostgreSQL General", "Anniversary Summit"

What I can't figure out from the instructions is where departments are tied 
to transactions.  To the line-item?  To the Sales Order?
