Translations: how far should we take it?

Hi all,

While refactoring lsmb-request.pl, I found that all messages there are being translated. However, the messages are related to extremely technical issues that are not meant for "general user consumption".

How far do we want to take translation? Not supporting translation in the request-setup phase (e.g. bootstrapping phase) would only seem like a natural thing to me and would simplify the code in lsmb-request.pl.

So, how about it?
