Code freeze on 1.3 branch pending payments workflow fixes

Hi all,

This morning, I discussed the fact that more work needs to be done
before we can release 1.3.10. We think it would be beneficial to have
a code-freeze on the 1.3 branch in order to make it easy to release
1.3.10 off that branch.

So here's a kind request to hold back unrelated commits for (probably)
a few days.
