If it is unmodified you cannot "relicense" it regardless of the original
license because there is nothing there in which you own any copyright
and only the copyright owner can grant a license. If it is modified
your license applies to the resulting derivative and to your
modifications but not to any portions of the original that remain
unchanged. You cannot attach restrictions to code in which you do not
own copyright (not may not: cannot).
