[ledgersmb-users] Cannot create a database version 1.13.1

On a new install of version 1.13.1 during setup.pl, I am getting the following message trying to create my first database:

Error (:) applying upgrade script ./sql/changes/1.12/reconciliation-workflow.sql: ERROR: permission denied to set parameter "session_replication_role" at lib/LedgerSMB/Database/Change.pm line 453.

What do I need to do?  This is a new database.
