So, maybe I am wrong.
As I tested, the inventory only decreased when I issue an invoice.
I assumed, when I create a shipment, the inventory will be decreased, but not.
If we assume that, until the customer pay the invoice, the goods still owned by us, so, in this case this is a correct behaviour.
Fix me.

Hi,
I know, the standard workflow is order -> shipping (decrease the inventory) -> create sales invoice.
But what if the required workflow is:
customer goes to the shop -> ask goods -> invoice created (shipping at the same time as issuing invoice, without order)
I check the documents, too, any hints welcome.
