To be honest, neither do I. So, I took the easy way out and mailed the person who made the change to begin with - Chris Travers - to check if uncommenting the if (as I did) broke his intentions or not. He'll have a look at it shortly, so, I hope he takes your point into consideration and comes up with the answer.
