Question: is postgres only a superuser in respect of PostgreSQL or has also to be a superuser in respect of Windows?  I figured I could get by with granting permissions on the C:\Program_Files\PostgreSQL\9.2\* folder tree to postgres.

Only a superuser of PostgreSQL.

If you are having trouble logging into PostgreSQL, please look for your pg_hba.conf and check the authentication methods there.

If you like I can help you tune them or direct you to the relevant portions of the Pg documentation.
