AP transaction prints empty lines

I add an AP entry, and I want to print it.
My latex form is fine, and I get output

But, it has two "blank" (zero) lines on it, just like I see on my
screen, for additional entries.  
I think that these should be filtered out somehow?

1541 is the "first" entry in the drop-down list.

ps: the upgrade process leaves the Country for existing things invalid, alas.
