Budgeting module?

I'm looking at setting up budgeting in LedgerSMB, and see that there
is a budgeting module version 1.0-RC1 that is available.  I don't know
if there is anything more recent than this, as this was released 2011
October 23, and it sounded like it would become an official release
soon afterwords.

I'm not sure if I'm doing something wrong, there's a bug in the
system, or some combination of things but I get a few issues when
trying to install it (first of all, it doesn't seem to install).

When running the SQL I get:

And while I've been told I can ignore these NOTICEs I am concerned
that they are coming up.  In my opinion (and this is just my opinion)
notices such as these should be addressed if possible without too much
effort, and I believe that is likely to be the case here.

Further along I get:

This ERROR is concerning, but I continued anyway, to see what would
happen.  Because this isn't mission critical I thought, oh, why not.

Again, a similar ERROR.  I thought I'd test it out, so I logged in,
and didn't see anything indicating budgeting, which didn't surprise
me, as I hadn't setup anything for the ROLES, but when going into the
ROLES I don't see anything indicating budgeting.  Maybe I'm not
looking in the right place.  Maybe I'm using the wrong version.  I'll
continue searching to see if I can find any enlightenment.
