LedgerSMB 1.3.0 RC3 announced

Hi;

We are pleased to announce LedgerSMB 1.3.0 RC3.  This release corrects
the following issues:
1)  No email button on sales/purchase order screen
2)  Net book value report for fixed assets including non-approved
depreciation reports
3)  Many database setup bugs
4)  Removed stale dependency on Time::HiRes
5)  One can now delete unapproved cash reconciliation reports
6)  There is now a select all button for cash reconciliation
7)  Batch payment now has a select all checkbox.

Tarballs and RPMs are on Sourceforge.  The spec file for the RPM's
corrects a number of oversights there too.
