Is your user type set to "administrator" on that settings page? If it's user, supervisor, etc., and not administrator, you could have such problems.
The user type/role doesn't seem to matter. I've tried "administrator", "manager" and "user" and every time I try save an acs profile, it goes back to some kind of "default" setting.
