I have tried all roles. When I first create the user, all boxes are checked. But when I save it and go to use it, or go back in to edit it, the permissions are limited.

Hi Sean,

I take it (you mention the permissions settings), that you are creating the user 
from the admin login.
What Role are you giving the user? (user, supervisor, manager, administrator)
