In some ways, that is the easiest way to go.

I have done it either way.  As long as you upgrade the db schema in
stages, it doesn't matter so much whether you want to actually install
LedgerSMB 1.1.x in the process.

Of course, if you are migrating from SQL-Ledger 2.8, that is another
matter and we would need to approach it case-by-case until the release
of 1.3.
