My opinion is that as long as we can show a good set of LaTeX example templates that use UTF8 we probably only need to offer standard LaTeX.

If an XeTex install is required, I'd suggest we simply provision a "thin" container that builds on top of the standard one.
I don't know if we even need to provide that as a separate build, perhaps just a script that can be run on the host to do the build?

As long as standard LaTeX correctly handles UTF8, I honestly believe we should be encouraging it's use and eventually dropping specific support for XeLaTeX
I'm not suggesting make it impossible to use XeLaTeX, but simply (in the long term) don't support it "config free", rather have a config option that specifies the latex tool to execute. Then It's up to the sysadmin to specifically switch both the templates and processing backend if they REALLY want to.
