Bug: 1.3.29 cash transfer doesn't save as draft

When finished preparing the cash transfer, one can either click on
'Update', 'Save', or 'Schedule'.
When clicking 'Save', the following screen only gives the opportunity to
upload a file, or 'Post as Saved', or 'Schedule'.
There is no approval-of-draft or any correction whatsoever possible.
Clicking 'Post as Saved' posts the transaction to the ledger.
