Interesting ..

I did some more digging..

When we are on the "standard track"...

http://www.upu.int/en/activities/addressing/addressing-the-world-initiative.html

Established in 1874, the Universal Postal Union (UPU)
is a specialized agency of the United Nations , 192 member countries
http://en.wikipedia.org/wiki/Universal_Postal_Union

UPU has developed two addressing standards: S42 and S53.
http://www.upu.int/en/activities/addressing/standards.html

I have not looked at UPU S42 and S53 to vertify if its part of xNAL
standard.

As a side note (The long run ?):

UPU has a Universal POST*CODE® DataBase
http://www.upu.int/en/resources/postcodes/universal-postcoder-database.html

Sad: UPU is an UN orgnaistaion, and you have to sign a
"Non-Disclosure Agreement - POST*CODE User" ....
(From "Licence Documents")

POST*CODE® DataBase "it was very expensive" - recommends GEONAMES
http://www.clarion-software.com/index.php?group=6&id=52433

And the price is high.. (From "Licence Documents")
1 Basic licence WORLD (191 countries) 10 880 CHF

GEONAMES

Perl: Geo::GeoNames

or OpenStreetmap.org
http://www.openstreetmap.org/ (Has all the Norwegian postcodes )
used by http://www.fiksgatami.no/ (fix my street) (www.mysociety.org/)

or the openaddresses.org intiative:
