This problem is solved by:

  mv /usr/lib/perl5/vendor_perl/5.8.8/Config 
/usr/lib/perl5/vendor_perl/

After fixing default_db and adding DBPassword in 
/etc/ledgersmb/ledgersmb.conf, pointing the browser at 
localhost/ledgersmb/admin.pl, in httpd/error_log I get:
