Fixed asset accounting module being merged into trunk

Hi all;

Because of the general applicability of this module, I have decided to
merge the Fixed Asset module from addons/ into /trunk.  This would
provide basic fixed asset management capabilities in 1.3 out of the
box including:

* Tracking fixed assets
* Depreciation
* Full and partial disposal
* Framework for automated import (with human review) of fixed assets
from other formats such as CSV or perhaps automated processes
* Net book value report

I expect it to be tomorrow before the merge is complete, all files are
documented, and a new install shows everything required out of the
box.
