Permissions fixes in trunk

Hi all;

Those looking at permissions problems should try most recent trunk.  A
few tables are excluded from having permissions either because they
are currently "addon-only" tables or, in one case, because only
security definer functions read from that table (the table stores
security-sensitive application state information).
