1.2.17-rc1 now available for testing

This fixes a number of bugs including:

1) A scoping issue which causes unreferenced scalar issues on 5.10.0
when orders have taxes.
2) An Access Denied error when deleting a user
3) Item notes set to quantity during sales order consolidation
4) Can't call method "quote" on undefined value when generating sales
orders from timecards for multiple customers.
5) Defaults handling has been improved when default values are not in
the db to start with.

Test it, break it, report it :-)
