I think this is a good idea. Wouldn't it also provide a clean interface
to add transactions from the outside too?

Depending on the type and nature of the transactions, it could.  However that is also what the stored procedures are for as well.  The queue structure would probably be less helpful for simple setups than for more advanced ones.
