foreign exchange and reconciliation: 1.2 vs 1.3

In 1.2, I always had to check: Include Exchange Rate Difference
or my reconciliation would be completely off.
(Conversely, I had to uncheck this for accounts in foreign currency.
This all made sense to me).
In 1.3 I am seeing my starting balance being off.
I've just checked visually between 1.2 and 1.3 to verify that nothing
got lost in translation, and it's all well (except for the sign being
different, which I previously reported).
I suspect that I need to adjust something, that this option is now
always set in the account setup somewhere. I can't find this in the
manual, or anywhere in the system.
Could this be a missing feature?
