In the mean time you can run the 1.3-1.2.sql to get back to 1.2 if you need to while evaluating the error (you will probably need to do this anyway before correcting the error). Remember, this is not a destructive upgrade so the fact that the data appears gone means it just didn't populate the 1.3 database.This might occur if there was something that was valid in the 1.2 database but not in the 1.3 database, and if it was not in the pre-upgrade-checks that I have included.
