Sales Tax AR/AP

Hello All,
We recently upgraded to 1.2.21 (coming from 1.1.12), and we are now running into a problem related to the "sales tax" calculation. In the past when booking onto AR/AP, it automatically calculated the sales tax. Now i see nothing. Anybody can shine some light on this?
I saw that 1.2.8 "Prevent AR Transaction screen from calculating sales tax" it was disabled? did it came back online? also for AP?
