Templates For Departments?

Hello

I need to modify the HTML and Tex templates, for a particular department 
only.

I thought this was possible, but I can find no information on it in the 
manual.

Has anyone done this, or is there a prescribed way short of setting up a 
separate user for the department in question?  I really only need to 
overload the AR templates.
