I have corrected the issue in branches/1.2.

THe problem is that the time card report calls pricematrix logic
incorrectly.  Previously we were trapping and reporting the error.  I
converted this to just return with no error.  On /trunk, I am going to
track down the erroneous call and correct it there so the patch will
be somewhat different.

Credit to reproducing and debugging however, goes to Seneca.
