batch import and export (CSV)

one more comment.  a more immediate need to simply to be able to export
and import data to spreadsheets that can then be tweaked and fed into
CiviCRM.  i've noticed a variety of comments around this, but no
unambiguous replies from developers: is there, or will there soon be,
functional import/export for transactions?
