Check the owner of the table.  It may be owned by Postgres while the
user is ledgersmb.

I'm guessing this is some kind of ownership / grant problem in the database, I
don't have the issue with another dataset, but everything looks correct.
Does anyone know what I  should check here?  I'm happy to provide any data
needed.  This was migrated from sql-ledger, and the database user was updated
to 'ledgersmb', but perhaps something was missed?

The user for the application is running as 'ledgersmb' and that user is the
owner of the chart table.
