The web server needs read permissions (only) to all files except those
noted below.  It needs read/write permissions to the following:

users/ ( < 1.2 only)
templates/
spool/
css (if you want it to be user-changeable)

(myuser belongs to users group). On this system (Gentoo Linux), apache
runs as apache:apache, so this might be a different set of permissions
from a apache user-only setup.
