Currently, we have no minimal DBD::Pg version requirement. Reading the changes list (https://metacpan.org/changes/distribution/DBD-Pg#L112) 3.3.0 is a version with major UTF-8 improvements. Since we want to be the best there is at handling non-ascii characters, should we now require at least 3.3.0?

Let's recommend 3.3 for 1.4 and below, and require it for 1.5
