Proposal for 1.5: Require Plack

Hi;

I would like to suggest that LedgerSMB 1.5 should require Plack.  This would provide a simple, consistent configuration for the Perl side and would allow us to remove most top-level PL files.  It could still be run as CGI, FCGI, etc.

Are there any objections?
