LedgerSMB 1.4 Milestone 3 is out

Hi all;

LedgerSMB 1.4 has reached milestone three.  At this point all major
features are relatively complete except for payroll and financial
statements.  Income statements are known not to be working and these
will be corrected in another snapshot shortly.

This milestone brings a bunch of new features including the web
services interface, a much improved settings screen, and a bunch of
other improvements.  For those interested in testing, you can get it
