LedgerSMB 1.3.21 Release Candidate 1 released

Hi Everyone;

LedgerSMB 1.3.21-rc1 has been released.  This is a release candidate
but it includes a large number of important fixes and so anyone
interested in testing these should go ahead and do so.  I will
probably extend the testing time from 48 to 72 hours just to make sure
we get a chance to vet all the code changes in that time.  Please see
the changelog included below for a full list of changes.

This release does include the security fix mentioned before, but
anyone who wants the security patch separately is welcome to email me
as I have a .patch file which can apply to reasonably recent versions
of LedgerSMB 1.3.x.

This release also includes additional CSS hooks for developers to use
to customize the look and feel of screens based on whether data has
been saves or has been posted to the books.  See further notes below
for this information.  This is an important feature because it allows
for subtle feedback that will reduce chances of human error when using
the software.  Those who are interested should search the
css/ledgersmb.css file for statusdiv, for details on how this can be
done.  Such rules however are commented out in this release because we
haven't fully formalized the desired look/feel yet.  Also section 2.8
of the release notes documents these hooks.
