1.3.15-rc1 is out

Hi all;

LedgerSMB 1.3.15 RC1 is out.  Feel free to test.

This release fixes a couple of prepayment discount and other payment
bugs as well as one braindead installation bug that wasn't caught
because of the fact that the test system had all dependencies
installed.
