1.3.0 is a very large upgrade from 1.2.0. Users with technical skills
are encouraged to copy their databases and test the upgrade scripts.

Rather than go over the important enhancements in 1.3.0 yet again, I
will just say that this has been a lot of work and we are moving
forward remarkably quickly.
