psql is installed which is how I generated the list of installed databases

$ /Library/PostgreSQL/bin/psql -U postgres
psql (9.1.9)
Type "help" for help.

postgres=#\q

My ledgersmb.conf contains the statement:
PATH=/bin:/usr/bin:/usr/local/bin:/Library/PostgreSQL/bin:
so it should be found.

Try removing the trailing : there.  By default we add it.
