That ebuild is missing the following dev-perl dependencies:

CGI-Simple
Config-IniFiles
Number-Format
DateTime-Format_Strptime
Contextual-Return

It also needs a few perl-gcpan dependencies switched to dev-perl ones.
 I will post a new ebuild in the bug if I get the program running.
