Ok, so my guess is that this is what's happening:
1)  PostgreSQL is set to listen on 127.0.0.1 but not ::1 (ipv6)
2)  Localhost is mapped to ipv6, not ipv4

So the connection is not working.

To correct set the db host (host in database section) in
ledgersmb.conf to 127.0.0.1.
